Explanation of the Exercise and Your Role

Introduction

The National Guard Bureau (NGB) and the Joint Interagency Training and Education Center (JITEC) will conduct a training and evaluation exercise for the Massachusetts (MA) CBRNE Enhanced Response Force Package (CERFP) during the week of August 26-30, 2011 at Camp Edwards, MA. These first responders will be placed through rigorous training and then evaluated on their ability to respond to natural or man-made disaster situations. During this five-day exercise the government will use a CRAWL, WALK, RUN training sequence to verify training levels of the response teams and then certify them as mission capable.

Lighthouse Management Solutions (LHMS) is tasked to provide Role Player Support during the training and evaluation of the MA CERFP team. We are searching for Team Leaders, Role Players/Actors, and Support Personnel for Drivers, Make-Up Artists, and General Support during the exercise. Additionally, we are looking for local activity or church buses (with driver) for limited transportation of role players, and vendors for bag/box breakfast and lunches.

Team Leaders (up to 6 required): will organize, set up, manage, and supervise their respective sections throughout the exercise and scenarios. Individuals with MA ARNG (Junior Officers or NCOs) experience and Guard and/or CBRNE training will receive preference. Veterans and/or First Responders will receive preference as well. Individuals must be in good health and physically able to handle set-up of tentage/similar equipment and placement of full body mannequins. Team Leaders will assist with securing and turning in equipment and facilities, managing Role Players on the “Rubble Pile” site, Decontamination Site (3 required), Medical Support Site, and Smoke Generation Site.

Role Players/Actors (75-125 required): Role Players will play the part of a person who has received one of over 150 potential injuries during a simulated disaster. The first responders must rescue them, treat their immediate injuries, decontaminate them and their clothing if necessary, and transport them for further medical treatment if necessary. Role players are needed during the WALK and RUN phases of the exercise. The total number of role players needed include 75 for the WALK phase and 125 for the RUN phase. Role Players may participate in one day, multiple days, or all three days (preferred).

Make-Up Artists (2-3 required): Experienced make-up artists are needed to support our award-winning artists from the Hollywood Movie/Television Industry Subject Matter Experts (SME). Individuals should apply only if they have experience in actual make-up and presentation experience in theatrical, drama, community, or commercial make-up/moulage preparation. 3

Role Player Orientation, Training, Exercise(s), and Evaluation Schedule

Here is a brief schedule of the days and time periods role players are needed:

During the registration, orientations, and training days, participants will receive further details concerning the exercise scenarios along with specifics on their particular role as an exercise role player. They will also receive acting lessons, primarily on how to physically react to the specific injury that they will be displaying or representing to the response team during the exercise. Finally, they will be instructed on when and where to report the next day.

As indicated in the schedule above, the three days where role players are required, August 28 – 30 will be very busy. The exercise begins each day at 8:00 am and we are required to have role players in place at that time. However, we need role players to report much earlier so that those who must have make-up and moulage (simulated wounds and injuries) applied can be prepared for their roles. Because of that requirement, we will identify during the orientation and training sessions the specific roles that each person will play and designate an arrival time for the follow-on days accordingly. Each role player must commit to arriving at the designated pick-up point each morning before or at their designated times.

A light breakfast, a box lunch, and snacks/fruit/beverages will be provided on exercise days for all participants.

Eligibility Requirements for Role Players

To be considered as a role player in the CERFP Exercise and External Evaluation (EXEVAL), you must meet the following minimum eligibility requirements:

1. Must be at least 18 years of age.

2. Medically and physically able to perform the role player role as specified within the physical requirements listed in the “Release and Hold Harmless” forms.

3. Possess/have with you two (2) forms of state/federal issued identification (at least one must have a picture). We will copy these documents on the orientation day to preclude any delays each day you arrive

4. Have a reliable means of transportation from home to the identified collection point (and return home) each day. The

collection point will be on or near Camp Edwards where LHMS staff will transport role players to the exercise site.

LHMS Requirements for Role Players

As a role player, you will be required to comply with the following guidelines during the preparation for conduct of your job during the exercise:

1. Every role player must attend one of the Orientations, Safety Briefing, and Training sessions (see schedule above).

2. Wear a bathing suit or long shorts underneath your clothing on the day(s) you are a role player. For men it should be loose fitting (no Speedo!!); for women it must be a conservative one piece suit that you do not mind wearing while walking through a decontamination shower at the decontamination site. For a period of time during the decontamination line, this will be the only thing you will have on other than

your casualty card.

3. Wear old, durable clothing that you do not mind if it gets dirty, muddy, torn, or possibly cut off of you on the day(s) that you are a role player. The appropriate type of clothes (loose fitting shirts and pants, blouses and jeans, and cool clothing, etc.) should be worn based on the weather during the exercise. If there is any hint of rain, a light rain jacket should be worn or be available in your backpack.

4. Bring a backpack with you each day you are a role player. Ensure you have at least two sets of outer clothing (shirt, pants, & socks) meeting the criteria of #3 above inside the backpack. Also have a visible name tag with your name displayed on the outside of your your backpack so you can easily find it during the day.

5. Normally, backpacks will be partially secured with the LHMS Team Leader (in a vehicle or in a “holding area” near the training site). This will not be a secure situation for your personal belongings since they will not be visible at all times.

6. It is highly recommended that you not bring expensive jewelry or watches, electronic devices, or other items of similar nature that will not be in your total control. Your backpack will be the only place to put items and they will not be in your possession or fully secure every minute throughout the day.

7. Since there will be periods of “hurry up and wait” while role players are inserted into the training exercises, you may want to bring a paperback or other item to occupy your time. It should be something that could be quickly placed into your backpack. Once again, we discourage anything of significant value that could be lost or stolen during the course of the day.

8. Wear comfortable, durable shoes each day you are a role player. Tennis shoes or other sport shoe is preferred for ease of removal or hard toed shoes or boots (no sandals or flip-flops should be worn).

9. You must keep your ID badges and casualty card lanyards visible at all times throughout the exercise. They should not be cut or removed from you during the Decon process.

10. Role Players will be led by a team leader to the actual training location prior to each training event.

11. You will be under the control of a LHMS Team Leader at the training site. It is imperative for your safety and security that you follow the instructions of the LHMS Team Leader and any Observer Controller/Trainer (OC/T) that places you into the exercise. Follow instructions explicitly and completely unless you feel for your personal safety. They are there to protect you during the training.

12. Do not “wander around” the training site. You will be placed in a holding area where you must remain until the Exercise OC/Ts place you into the exercise. Move quickly but no running in the training site area. DO NOT INTERFERE WITH THE TRAINING!!!

13. If there are incidents that make you feel uncomfortable, insecure, or fear for your safety, inform

the LHMS Team Leader and he/she will respond accordingly.

14. Failure to comply with items 9-12 will result in being removed from the training.
